Internally there have been many changes, including more compact electronics and the fitting of one is 80 mm diameter and the aft one 102 mm diameter.

Once launched the missile's refined Over-fly Top Attack (OTA) technology gives it an average flight sensor system incorporates an optical sensor; magnetic sensor and algorithms determine the exact position for the two shaped charges to be ignited.

The vertical jets produced, with suitable time delay and effective angle of compensation, strike at almost the same spot to penetrate the target. The forward charge is designed to neutralise any Explosive Reactive Armour (ERA) modules present before the main charge jet hits.

Other enhancements include variable missile altitude from above, to on the Line Of Sight (LOS), selection of ignition conditions, impact or dual-purpose sensor system.

The Bill 2 gunner has a number of different firing mode selections available suitable for the various targets to be engaged.

In Mode 1, (Basic Mode), he aims at the turret roof and the missiles refined OTA technology gives it an average altitude of 1.05 m above the target.

Using Mode 2, (non-armoured target), the gunner has a direct attack mode which can be used to engage other types of battlefield targets. In this mode the missile flies on the line-of-sight. The sensor system is disconnected and an impact fuze function is used. The operator aims at the exact spot on the target he wants to hit.

Using Mode 3 (soft target mode) the gunner aims at the target and the missile flies at 1.05 m above the line-of-sight. The magnetic sensor is disconnected. The optical sensor together with the special algorithms ensure that the warhead is ignited at the right moment above the target, Mode 3 can be reprogrammed to counter future threat scenarios and in accordance with customers operational requirements.

The first complete flight trials of the Bill 2 successfully took place in January 1996. Late in 1996, the FMV (Swedish Defence Materiel Administration) decided that remaining deliveries of the Bofors RBS 56 Bill Anti-Tank Guided Weapon (ATGW) to the Swedish Army will be in the latest improved Bill 2 configuration.

Production of Bill 2 started late in 1998 with first deliveries to the Swedish Army taking place in 1999. The Bill 1 will then be phased out of production.
